For the pictures the house was placed on the lot in the magic town of Glimmerbrook. You can do that, by travelling to the magic town with a Sim and enter the cheat: bb.enablefreebuild
You can then change to build mode and place a lot there.

However, the original lot size is smaller - that's why it's a 30x30.

Make sure your game is fully updated.
