Observation: The transparent skirt of the dress mesh uses some similar areas of uv with some boots or custom content like bags, so small interference in color can appear in the dress if you use with other custom content accessories or shoes ( but only if overlaps the uv map occurs).

Is almost impossible to know which creator used for special areas like this, so my apologies if overlaps with somebody else cc, but is a choice you have to make when mapping more complex items like transparent parts of clothing in the mesh.
