Base game only. The Eyeshadow can be found under the Makeup - Eyeshadow category.
Pro tip: The texture is suited for all skin tones and whole texture works well with sliders (apart from the first swatch that won't react to hue and saturation sliders). I recommend using lightest and medium swatches for light skins whereas dark swatches are suitable for dark skin tones. :)
