The baby Playmat is a decorative object, it is not meant to have any function other then looking nice in screenshots. To put the baby on it, you have a sim place a baby down on the floor (which is reputed to raise their "fun" value on its own), then put the baby playmat under the baby. Alternatively you can use the "moveobjects on" cheat to pick up the baby and move them onto the playmat.
