Those are functional spiral stairs thanks to Ravasheen's Uplifiting elevators mod. Basically, there are four different staircases. They work like elevators: sims won't be animated while climbing up the stairs but will get teleported above and below and can use them autonomously. You have to place the bottom part, and then the top part on the floor above.
All stairs are available for all wall heights and in various swatches as I tried to cover all the style to make them versatiles.
