@Mary114, do you have any errors in the game.
It may be broken mods, or something else that does not allow you to put the house on the plot. You need to fix your game first.

This is such a neat lot and I wanted to add it to one of my neighborhoods but after downloading it, it won't allow me to place the lot anywhere. The lot size shows 9999 x 9999. Weird.
